Update Moderation settings with additional context #793

Is your enhancement related to a problem? Please describe.
We don't give much context on the settings page (or in setup) so it would help to note that its more extreme comments that get moderated and not spam. Details on what OAI flags here: https://platform.openai.com/docs/guides/moderation/overview.
