Create Issue template

As a software engineer, I want to have standardized issue templates in our repository to ensure consistent and structured reporting of bugs, feature requests, and other tasks. This will help improve communication, reduce misunderstandings, and speed up triaging and development processes.

In this task, create reusable issue templates (e.g., for bug reports and feature requests) using the GitHub-supported format. The templates should include guiding sections such as a summary, reproduction steps (for bugs), expected behavior, acceptance criteria (for features), and relevant attachments or screenshots.

DOD:

• At least two templates exist: one for bug reports and one for feature requests.
• The templates follow a clear structure and match the team’s communication style.
• The templates are added under .github/ISSUE_TEMPLATE/ and are available in the GitHub UI.
