Expose device metric thresholds

Currently these are published in the birth certificate, and are available within unstable Manager-related ConfigDB entries.

The current ConfigDB entries represent the in-draft view of the Manager config, which may not represent what the device is actually publishing.

Ideally, the live, published, thresholds would be exposed within some ConfigDB entries as well.
