dates as of "now" are not consistent in Oracle source code

In the Oracle CDM source code, there is a combination of sysdate and current_date. This might be an issue if your server time is not accurate.

@keithwanta - should we only be using sysdate then, since it does not adjust to the timezone on the client? We're not sure which is better....
