Add ability for storm cell selection to stay across radar scan selections and zooming on plan view

Problem

When the radar scan or plane of view updates, the selected cell is forgotten.

Proposed solution

Adapt should allow for the selection of a cell to be persistent through updates to the plan view. When the radar file updates it does not clear the cell selection, but updates with the new data available (in the case of realtime).
