FVP Configurations

For SDS the following configurations should be available:

Discussion is required on:

• which variants are required to support different hardware variants. Are Vela memory and system settings relevant.
• how to structure the Boards directory.

IMHO, the filenames should be aligned, but common directories should be used as much as possible:

Board_SSE-320-U85-2048.clayer - Board layer file.
FVP_SSE-320-U85-2048.cfg - FVP configuration file.

Regarding filenames: currently in VS Code file preview opens automatically (Open as Preview) for files named fvp_config.txt. Tools need to be updated if we want to keep this functionality while changing the name of FVP configuration file.

Need to investigate how other targets can be simulated. Issue is the STM32 B-U5 board with a pre-build model
