hyp3-docs fails to update HyP3 SDK and ASF Tools versions

The Update HyP3 SDK version and Update ASF Tools version workflows have been failing on the "open PR" step with GraphQL: Could not resolve to a User with the login of 'ASFHyP3/tools'. (u000). I see this error in the most recent two runs for both workflows (logs for older runs are not available). The version of HyP3 SDK at https://hyp3-docs.asf.alaska.edu/using/sdk_api/ is two versions behind (v7.0.1 vs. v7.0.3).

These failures are caused by this line specifically for the SDK, and the corresponding line in the asf_tools update:

I suspect we need the @ symbol to assign a team, but I don't think we need to assign anyone since we request reviews from the CODEOWNERS, so we could just remove the line entirely.
