Custom Labels in tagging does not work

Bug Description
When designing a new tagging study using a lexicon tag field, there is an option to "Allow Custom Labels". However, selecting the box does not actually do anything. Once the study is created, the option of adding custom labels does not show up.

To Reproduce

1. Go to 'New Study'
2. Fill in information
3. Select 'Lexicon' from the Tag Fields
4. Fill in information and tick the box 'Allow Custom Labels'
5. Finish setting up the study
6. Go to 'Start Experiment'
7. The lexicon search bar appears next to the video that needs tagging but there is no field to add custom labels

Expected behavior
A type bar or button to click on to add a custom label instead of choosing from the lexicon drop down menu.
