[DEPRECATION FYI] - Polyglot Notebooks extension in VS Code

Polyglot Notebooks extension in VS Code is being deprecated and no new features will be added to .NET Interactive as a kernel for Jupyter Notebooks. This repo was flagged as one that had sample notebooks that recommended the extension and the .NET Interactive kernel.
