[New Experiment]: Code and Run History blade not clickable after initial publish and version switch #9113

Describe the Bug with repro steps

  1. Create a standard logic app
  2. Use new Logic Apps experience and Add a stateful workflow
  3. Open the newly added workflow in draft version
  4. Add 'When an HTTP Request is Received' trigger
  5. Add actions of your choice
  6. Now, publish the workflow
  7. Switch to the Published version

Expected: Code and Run history blade should be clickable.

**Actual:**After publishing for the first time and switching from the draft to the published version, the Code and Run history blade are not clickable. If you switch back to the draft version and then return to the published version, the blades become clickable. However, if you make changes in the draft version and publish again, the issue reoccurs until you switch back and forth a second time.
