Error deploying Azure resources

My GH action step suddenly throws the error : "ERROR: [WinError 2] The system cannot find the file specified"

The same action was previously working.

Code :

I have tried using ".\CisIac\VirtualMachine${{ inputs.os }}\main.bicep"

This is happening across all of our github actions that use arm-deploy as well. Suddenly the just don't work.

I believe that this is the root cause: Azure/azure-cli#31189, because this action depends on Azure CLI.
