Options dialog

In terms of opening an OME-Zarr, I could imagine some users would prefer different options.

What about adding somewhere in the Fiji menu an "OME-Zarr Options..." dialog where users can configure certain things.

For example, choose from:

• Open the highest resolution possible in ImageJ.
• Open a resolution with NxN pixels in ImageJ.
• Open as multi-resolution in BDV.
• Always open the selection dialog the beautiful selection dialog with the different icons.

Yes, v0.4 NGFF as it was in 10/2022, with DnD enabled by Ko Sugawara after hacking some of IJ1 internals...
