Renaming of BioCore.Ragel

BioCore.Ragel module should either be moved, renamed, or both.

I believe there's also old code no longer needed in here, such as the generate_read!_function

@bicycle1885 Is anything in Ragel.jl other than the "State" struct used for Automa based parsers? as far as I can tell the Automa stuff in in the ReaderHelper.jl file.

Sorry for my late reply (I was busy last month but I think I can spare more time for biojulia now). #7 will close this issue by removing BioCore.Ragel.
