Starter tutorial button shows even if compulsory tutorial is disabled

When the Compulsory ("Starter") tutorial is disabled, the "main" menu should show instantly for everyone. E.g, the library, recommended tutorials, "next" tutorial.

However, currently the "Redo starter tutorial" button still shows.
