AWHP sizing and operation priority

Allow AWHP to be sized for heating, cooling, or the larger of both (currently sized for heating load). Also allow AWHP to serve heating and cooling loads simultaneously (currently cooling is not served if there is heating load in a given hour), but prioritise heating if capacity is constrained
