[Mod Update] Update Hex to a Beta Version to fix Hex 866

This is a Beta Build of Hex, made to fix FallingColors/HexMod#866, and Spell Circles causing Chunk Bans. It has been tested on the server pack, and it does not cause great spell to reset

The .zip is just the Jar, it has to be renamed back into the Jar

Updated this beta build of Hex to optimize Loading and Saving of large spell circles. This was done by removing "knownSlate" list and replacing it with 2 Blockposs.
