Create a 'ResourcepoolPool' resource.
The pool is evaluated for resources with associated policies based on action. This action will help users to re-sync the resources for a pool.\n* None - The pool will not be considered for evaluation.\n* ReEvaluate - The resources in the pool will be re-evaluated against the server pool qualification associated with it.

It can check if the modification of a resource that the user wants to upload will not override another change that has been done since the original resource was fetched. If the request cannot be fulfilled, the 412 (Precondition Failed) response is returned.
