The action of the rollback workflow such as Create and Start.\n* None - If no action is set, then the default value is set to none for the action field.\n* Create - Create rollback workflow data for the execution of the rollback workflow.\n* Start - Start a new execution of the rollback workflow.

It can check if the modification of a resource that the user wants to upload will not override another change that has been done since the original resource was fetched. If the request cannot be fulfilled, the 412 (Precondition Failed) response is returned.
