Create the Accounts page

User Story
We want to create a staff page so that the client can view all staff.

Description
This ticket creates the Accounts Page. It should use the staff card, header, and nav bar component.

Acceptance Criteria

• All components should be either implemented or in Chakra
• Matches Figma structure (spacing, alignment, typography, colors)
