Bug: Tenant not receiving notification when landlord sends message while logged in

Description

When a landlord sends a message to a tenant while the tenant is currently logged in, the tenant does not receive a notification.

Steps to Reproduce

1. Log in as a tenant and remain on the platform
2. Have a landlord send a message to the logged-in tenant
3. Observe that no notification is received by the tenant

Expected Behavior

The tenant should receive a real-time notification when a landlord sends them a message, regardless of whether they are currently logged in.

Actual Behavior

No notification is displayed to the tenant when receiving a message while logged in.
