Add QuantBench as a game #7

Would be cool to create our own arena.
One game we can draw inspiration from are electronic trading competitions, which are these open-to-undergraduate competitions that Jane Street hosted where teams of 3-4 would collaborate on implementing a trading bot that'd compete in a simulated high frequency trading market.
I look around, and the code doesn't seem that available. But I think it potentially wouldn't be too difficult for us to create this game from scratch.
We also don't have to do it exactly. I think the original game specifications are a bit more complicated than what we need. The main thing we'd need to understand is likely how to simulate an HFT market, and enable a bot that can trade against such a market in that setting.
