Automation for a post deploy machine config to handle unsupported operators

Currently, a machine config has to be applied for supporting disconnected operators via tag, as opposed to digests; see RHSSO.

It is desired that an Ansible role be written to handle this, such that it will allow operators to be pulled by tag
