Add a volunteer review step for the TV Show Project

Some volunteers when assessing steps check the code of the TV Show Project and give feedback. Others don't.

We should introduce a way for trainees to get volunteer review of their TV Show Project separate from step review, so that everyone gets feedback.

We don't currently have a good way of doing whole-repository reviews. We should fix that too...
