world datapacks not enabled

datapacks i put into the datapacks folder of the world aren't enabled and are not possible to enable.

I was going to file an issue for this exacly problem.

Basically, seems like the mod is not respecting the onlyLoadSpecified option in the config, regardless of this being true or false it is forcing the global datapack stack of loadOrder regardless of what the user set in the data pack menu in new world screen. For dedicated servers, seems to be the same thing, with the aggravant that any datapack set on initial-enabled-packs or initial-disabled-packs aren't loaded properly, but the mod just don't do anything because this forcing behavior load the loadOrder stack anyway.

Wonder if @Chocohead would have interest to PR a fix for this issue and optionally tweak the newly added /datapack create command (introduced in 1.21.6) to have an extra (optional) boolean paramenter, something along the lines of global. Basically, if false or missing (the vanilla command), it will create the empty datapack in the world directory, as vanilla does. But if present and true, it will create the datapack in the datapacks folder that Data Loader uses to load common packs.

Seems like the current code already loads under 1.21.6, there only this issue to be addressed.
