The compliance variable seems to have a few strange levels (which seem to be combinations of two or more of the actually intended levels, separated by a comma; at least that's what I suspect). The most striking examples are combinations of mandatory and voluntary compliance levels (frequencies based on the data download of 23 June 2020):
