The repeat structure in the n13op130_06.mscx score is wrong.
I'm using ms4.1 but that's probably not the issue.
Here are two IMSLP editions to compare:
This Breitkopf und Härtel edition uses a distinction between small and large repeat signs.

Broadly, this takes the form:
||: Large start
|: small start
... small end - 1st / 2nd :|
... Large end - 1st / 2nd :||
This other, Ernst Eulenburg edition clarifies that the outer repeat can be a D.S. (though there's also the rather confusing "D.C. D.S." marking ... the segno is near the beginning capo) but not at the very start ...
