Generate new projects from the dev-portal

It has been documented in the dev-portal and in the docs for this project that being able to create a new project from the dev-portal will eventually be possible. This could be a method of providing access for publishing new projects under the Organisation namespace (#273) if the integration with the developer portal includes an access token with appropriate (but restricted) permissions.

@M-Chan can you remember whether the dev portal template expansion uses dev-portal's token, or acts on behalf of the user. I recall it's the latter, as I'm prompted to login a second time with GitHub when I first make a new repo after having already been logged into the dev portal

Currently everyone logs in as guest, so I don't think it can be on behalf of the user. I note that this custom extension is broken in the latest backstage (for a different reason to this), so it will need some work to make it functional (again?) anyway.

It is the latter. You need to authorise it to access your GitHub

Ahh, I see it does ask for a GitHub login during the process. So, this will now only work for GitHub owner because others aren't allowed to create repos?
