Architectural Decisions Records

The CLI project should contain a list of the architectural decisions records that went into the skeleton project.
skeleton itself will have:

1. Use architectural decisions
2. Use python3-pip-skeleton
   (see https://diamondlightsource.github.io/python3-pip-skeleton/main/developer/explanations/decisions.html)

These 2 will therefore be in the docs of all skeleton derived projects.

Here in CLI we need to document ADRs on what went into the design of skeleton itself. So we will have ADR 3 and upwards in this project.

NOTE: ADR 2 must have a link to the CLI ADRS
