Have skeleton key come into logic post key rings

What task needs to be completed?

Not sure how strict we'd want to be, or if we'd want it to only be an option; but there's been a request to not have the skeleton key unlock access to a location with a keyring (since the keyring is useless if you already have the skeleton key)
