In rls2606, one run failed [0] so hard it showed unsent packets at min rate, I suspect this is a less frequent symptom of #3983 which is still present but trials are repeated on negative counts. I am opening the ticket mainly because trending [1] show one "bad" run with almost as big losses. Not enough data to make conclusions yet, but opening a ticket in case the symptom repeats in future.
