API: create API key is not implemented yet

1. create and register a new API key and give the name of an application (user is implicit because he/she is logged in already)
2. delete API key
3. list of my registered API keys

Do we really need this to version 1.0?

IMHO yes! Why? Because The API is one of the core components which alles others to write their own code and integrate with the nodedb.

Without a working API we could have stayed with the old redeemer DB.
