[Feature] Add Azure support to GH actions

ISSUE

With the changes made in #95 - Add Azure Support we will need to update our GitHub actions that run automated checks on our repositories.
They currently assume a GCP state backend.

The following actions are affected:

• on-pull-and-push
• package-audit-logs
• ghas-policy-check
• drift-detection

This action is not affected:

• confirm-deletion
