Feature description
Add the ability to customize search bar hide/show behavior when scrolling. Additionally, this feature should also be extended to include the bottom bar, similar to how it works in Gmail.

Why do you want this feature?
Some users dislike the change from https://github.com/orgs/FossifyOrg/discussions/270.
Additional information
- The toggle should be added to the Fossify Thank You app.
- Currently, the search bar show/hide implementation in the Commons lib has a bug that must be fixed before this can be implemented.
