Employ GitHub Actions to automatically create releases and debug builds

Is your feature request related to a problem? Please describe.
STROOP artifacts have to be created manually at this point in time, which is prone to errors and imposes an additional non-trivial burden to releasing new and improved versions of the program.

Describe the solution you'd like
For the Release branch, a GitHub action should create the artifacts required to make a STROOP release automatically.
On the Development branch, an manual action should exist that does the same for testing purposes.
