BUG: not showing id when mouseover floating item tooltip(?)

Greetings amazing Ghost,
I hope the year started well, I did insert new Runecarver power to the ingame system and had the following appear:

When I mouse over it, it doesn't show any tooltip. I wonder why. isn't it an item?
