New feature to restrict again the user who have restricted before using kickme or got kicked by an admin

When an admin restrict a user permissions (like send media permission), the user can bypass the restrictions via /kickme command, their permissions got reset and they can send media again for example.
you can check the user permissions before getting kicked to fix this problem
