design and implement and methodology and logic to score incidents for higher priority

• integrate the indirect pop coverage from IHR into backend
• expose indirect pop coverage from IHR on frontend next to each AS for incidents with more than one AS
• integrate direct pop coverage from IHR into backend
• sum for incidents withe more than one AS — look into how IHR is presenting these stats - doing something on frontend that is not int he API
• expose direct pop coverage from IHR on frontend on incident summary page and incident page
