Add installation documentation for SeqRepo and PostgreSQL

We need to add documentation for installing SeqRepo and PostgreSQL as part of the package setup, potentially reusing what was documented during the Boston hackathon for SeqRepo and referencing the PostgreSQL setup used in vrs-python, including the macOS Homebrew approach and identifying the recommended installation path for Windows.
