Neopixel dependency is using an out of date fork

appears to be out of sync with the origin.

I have had a user complain that it does not contain French localisations.

Forking a dependency repository and not keeping it up to date leads to a poor experience. Are you able to use https://github.com/microsoft/pxt-neopixel as the dependency?
