Fix CMP207 when installing runtime dependencies

Policy CMP0207 is not set: file(GET_RUNTIME_DEPENDENCIES) normalizes paths
before matching.  Run "cmake --help-policy CMP0207" for policy details.
Use the cmake_policy command to set the policy and suppress this warning.

Path

  "C:\Windows\system32/vcruntime140_1.dll"

would be converted to

  "C:/Windows/system32/vcruntime140_1.dll"
