"Auto show toolbar on open" doesn't work

Describe the bug
Keyboard doesn't open with expanded toolbar on open consistently. The option mentioned in the title has no effect. Keyboard remembers the last toolbar state when reopened and suggestions are unavailable.

To Reproduce
Set suggestions to enabled, split toolbar to disabled. Hiding the keyboard and then making it reappear (by clicking on a position or opening another app) where the cursor won't show up suggestions (will show empty suggestion template instead) will cause the last toolbar state before the keyboard was hidden/cancelled. Try doing it with the "auto show toolbar on open" option enabled and disabled, and see no difference.

Expected behavior
If the "auto show toolbar on open" option is enabled, it should force the keyboard to start with expanded toolbar, except when there are suggestions available.

App version
3.5.7 release.

remembering toolbar state was an feature, you could try different combination of toggle to match your usage,like turning on only autoshow toolbar on select or turn on auto hide something like that and yes it is tricky to customize, try different combination or atleast mention whats your usage pattern

I don't want to see empty suggestions when I click somewhere empty.
As a use case, I frequently paste text into empty fields. Paste key is enabled in toolbar for ease of access. When I click on an input field, which is naturally empty, having keyboard remember the last toolbar state and show me empty word suggestions doesn't help.

I guess the real problem is having suggestions view open even when there's nothing to suggest. But I chose to report the part that affects my use case. The issue can be updated to generalize.

Remembering the toolbar state can be a nice feature, if it respects the options at hand. There is no configuration that allows consistent expanded toolbar state on open, unless I disable suggestions, which means losing an option for a feature I don't see any reason for. If I close the keyboard, there is no reason to assume I'm gonna open it for the same type of task.
