Background
If a user temporarily loses internet, they shouldn't immediately lose their session or be charged for dead time.
Goal
Implement a "paused" state with a max TTL (e.g., 5 minutes) before auto-closing.
Acceptance Criteria

• pause_session function callable by either party.
• Resuming requires consensus or expires after TTL.
