Solve the job board issue at mlevn to enable people to post jobs

One of the potential solutions:
open /r/mlevn_jobs sub so that people can post the jobs to there as a job board.
This strategy is favorable as the main mlevn will stay exclusively for ML discussions and the very important job announcements will coherently coexist with the existing infrastructure.

Also it would make sense to add a new card 'Jobs' to the mlevn.org to redirect to that sub
