fix frozen and lag modifier

• frozen: pushes text down too far https://i.imgur.com/UiEadXw.png
• lag: has a different animation than the LAG emotes. Unify this (either way) (reproduce with LAG LAG:lag in dev chat)

The best way would be to take the first frame of LAG and make the animation auto-play on it - similar to the DANK emote with the DANK suffix (if it was enabled)

As for frozen, it needs a lot of tweaking so I hope someone beats me to fixing it, but if not I will get to it 👍

I think Frozen should be reverted - or taken off of const.js - until it is fixed so you can add the other useful PR's like #122

@jbpratt78 feel free to revert to merge other stuff. Might be easier to just comment out the ability to add the broken modifiers for now. (similar to how dank is commented out for us)
