[Feature]: Add option to ignore specific observers without defining a full allow list

Description:
is there a way to ignore a single observer without having to set a region to use specific observers? if not can we add that as an option on the observers setting screen? if mm detects one, allow an option to ingnore traffic from that? have one that keeps popping up, but not sure where its from.. but dont want to have to manually type my allow list of my 15-20 observers. ?
