Error management - restarting individuals

This functionality will allow restarting individuals which failed either due to a problem with the underlying infrastructure or related to the set of parameters chosen.

• The interface of the Optimizer class will be changed to add a restart Individual function.
• The runner will use this new function to launch the new individual and keep track of its execution until the end.
