ESLint/Prettier/auto-changelog dependencies are out of date

• Ensure that all ESLint, Prettier, and auto-changelog dependencies match the module template
• Ensure that the lint and lint:* package scripts match the module template
• Reformat the changelog with Prettier following the above two steps
• Ensure that .eslintrc.js matches the module template, and address any lint violations
