Non-primary bot restrictions

All of those things are taken care of by simply hitting their LeaderboardEntrys with excluded=True
We can make that happen in assign_ranks pretty easily (but carefully).

counts in peer score calculations

Logic filtering out non-primary bots will need to be inserted in get_aggregations_at_time, get_aggregation_history, and evaluate_question (base_forecasts). I think that's it, but when it comes down to it, I'll have to take some time to make sure that is the exhaustive list.
