[Problem/Bug]: Switching to Dark mode no longer works. All the menus stay in Light mode. #5417

What happened?
If you enable Dark mode, the interface stays in Light mode, including the popup/shortcut/context menus!
Dark Mode no longer works or gets enabled. The WebView2 control stays in Light mode!
There is no change in mode when selecting Dark mode. The WebView2 runtime stays in light mode.
I just updated to the latest WebView2 runtime v142.0.3595.53

Repro steps
Simply enable Dark mode in the WebView control, and see if the context menus change to Dark mode. Everything stays in Light mode, not even websites pick up the Dark mode message setting. Just open the internal edge://flags web page and see if it changes to dark mode, which it does not!
Simply visit https://en.uptodown.com/windows when Dark mode is enabled, the website should go dark according to this setting, which it does not currently. It picks up in which mode the WebView2 runtime is.
