[Problem/Bug]: Red dots for Break points in Devtools are not showing up onload

Red Dots are not visible on devtools load even though we have break points

Importance

Moderate. My app's user experience is affected, but still usable.

Repro steps

Repro Steps:

1. Add some breakpoints in the devtools source tab.
2. Close and reopen the devtools, go to source tab.
3. You will see the break points on the right side.
4. Click on any breakpoint to go that line in the code.
5. You will not see the red dot.

6. IF you go and select the theme, explicitly, red dots are visible

@venkateshreddy I tried reprocating the issue with the latest SDK version(3650- prerelease) of the package the red dots are visible even after the inspect tab is closed and reopened the red dots are seen.
